The Principals
L. Victor Pathe
Vic Pathe has over thirty years experience in labour-management relations
and collective bargaining, highlighted by his service as Deputy Minister,
Labour Management Services in the Government of Ontario. Prior to
this, as assistant deputy minister, he supervised a redesign of the
Ministry’s mediation and arbitration programs that incorporated
preventive mediation and grievance mediation techniques.
His industry-specific efforts resulted in the formation of joint labour-management
committees in the retail food, pulp and paper, major appliance and
hospital industries.
He is a highly respected neutral party in labour relations, having
mediated disputes in many industries including construction, health
care, public transit, basic steel, mining, brewing and public utilities,
as well as in the public sector. He is also active as an arbitrator
in rights and interest disputes.
From 1995 to 2001, Mr. Pathe was selected as Facilitator/Mediator/Arbitrator
in community wide negotiations between hospitals and unions in hospital
restructuring. These negotiations resulted in human resources plans
to deal with labour relations issues as health care programs were
consolidated or transferred, due to hospital restructuring in approximately
sixteen Ontario communities from Windsor to Ottawa.
Prior to the formation of Pathe Gardner & Associates Inc in 1999,
Mr. Pathe was in 1994-95 an associate of Restructuring Associates
Inc., based in Washington, DC and is the principal of L.Victor Pathe
& Associates Inc.
Mr. Pathe has represented Canada and Ontario at meetings of the International
Labour Organization, where he was afforded an early opportunity to
learn about leading edge labour relations and organizational change
efforts through activities such as his membership in 1979 on a tripartite
study tour of Western Europe. Paul
G. Gardner
Paul Gardner is the former Director of the Office of Mediation for
the Ontario Ministry of Labour. Prior to leaving the Ministry, in
1998, he was Director of Labour Management Services, responsible for
the Ministry's mediation, arbitration and collective agreement information
services.
As a labour relations professional with over 30 years experience,
Mr. Gardner has mediated hundreds of disputes in both the private
and public sectors, including the transportation, steel, mining, manufacturing,
construction, education, health care and municipal government sectors.
In addition to his experience as a neutral in collective agreement
disputes, he was instrumental in the design, development and implementation
of the Ministry's highly successful Preventive Mediation Program and
has led numerous programs aimed at improving employer-employee relationships.
In addition to his involvement with Pathe Gardner & Associates,
Mr. Gardner is Chair of the Ontario Police Arbitration Commission,
Chair of the Electrical Trade Joint Board and has chaired Boards of
Conciliation and Arbitration. |
